QROPS Toronto - UK Pension Transfer Advice for GTA British Expats

If you live in Toronto or the GTA and hold a UK employer pension – whether from a private company, a UK public authority employer, or an earlier career – that pension is denominated in pounds, governed by HMRC, and from April 2027 potentially subject to UK Inheritance Tax at 40% on the residual fund at death.

Under paragraph 60(j) of the Canadian Income Tax Act, employer-sponsored UK pensions transfer directly into a Canadian RRSP tax-free via the QROPS framework. This is established law – not a workaround. The receiving provider, iA Clarington or Industrial Alliance, is confirmed on the HMRC ROPS list. Simon verifies ROPS status at the start and close of every transfer.

Simon Huften is a QROPS specialist licensed in Ontario under FSRA and has worked with British expats across the GTA for over a decade. A free 15-minute consultation will tell you whether your pension is transferable, what the tax position looks like, and whether the April 2027 IHT deadline changes your timeline.

TORONTO RESIDENTS: THE 25% OVERSEAS TRANSFER CHARGE DOES NOT APPLY TO YOU

The 25% Overseas Transfer Charge (OTC) applies when the member and the receiving QROPS are in different countries. If you are tax-resident in Canada and transferring to a Canadian QROPS (iA Clarington or Industrial Alliance), you and the QROPS are in the same country. The OTC residency exemption applies. The charge does not apply to this transfer.

British Expats in Toronto - Who This Is For

Toronto and the Greater Toronto Area is home to Canada’s largest concentration of British-born residents. The GTA’s British expat community spans the full spectrum of UK professional life: NHS clinicians who relocated to Ontario health authorities, financial services professionals from the City of London who moved into Bay Street and Mississauga corridors, engineers, IT professionals, educators, and public sector workers. Many arrived mid-career and left behind UK employer pensions – Defined Benefit or Defined Contribution – that are now sitting dormant in a system they no longer live in.

Who This Page Is Not For

Not every UK pension is transferable. If your primary UK pension is the NHS Pension Scheme – the unfunded public sector DB scheme – it cannot be transferred via QROPS. It will remain in the UK and pay a GBP income at retirement. Similarly, DB pensions with Guaranteed Annuity Rates (GARs) or Guaranteed Minimum Pension provisions (GMPs) require careful individual assessment: transferring permanently surrenders those guarantees, which in some cases represent significant long-term value. Simon will tell you clearly during the consultation if transfer is not the right outcome for your situation.

NHS WORKERS IN TORONTO - WHAT IS AND IS NOT TRANSFERABLE

The NHS Pension Scheme (NHSPS) is an unfunded public sector scheme and is NOT transferable via QROPS.However, many NHS workers also hold:

These are separate pots and may be fully transferable. Simon identifies all transferable elements during the initial consultation. If your only UK pension is the NHS Pension, Simon will tell you that clearly on the first call – no charge, no obligation.

The April 2027 UK IHT Deadline

APRIL 2027 UK IHT DEADLINE - TIME-SENSITIVE

From April 2027, UK pension death benefits will be included in your estate for UK Inheritance Tax – potentially taxed at 40%.

Once your pension transfers to a Canadian RRSP, it exits the UK IHT regime entirely. Your RRSP passes to named Canadian

beneficiaries under Canadian rules, with no UK tax involvement.

Transfer timelines

12-16 weeks for Defined Benefit pensions | 6-10 weeks for Defined Contribution pensions. To complete before April 2027, the practical deadline to begin is Q1 2027. Book a consultation now to assess your timeline.

If you are aged 55 or 56, there is a second planning consideration: the minimum pension access age in the UK rises from 55 to 57 in April 2028 (Finance Act 2022). This change does not affect the QROPS transfer itself, but it affects the window in which certain access structures can be evaluated. If you are in this age bracket, your consultation with Simon should cover both the IHT deadline and the access age change.

City of London DB Pensions and the Toronto Transfer Profile

Toronto’s British expat profile includes a higher-than-average prevalence of Defined Benefit pensions from major UK financial institutions. Former Barclays, HSBC, Lloyds, NatWest, and RBS employees who relocated to Bay Street or Mississauga’s financial corridor often hold DB pension entitlements from careers that pre-date their move to Canada. These are private sector DB pensions and are transferable via QROPS.

If the Cash Equivalent Transfer Value (CETV) exceeds £30,000 – which it almost always will for a City DB pension – UK FCA regulations require independent financial advice from an FCA-regulated UK adviser before the transfer can proceed. Simon coordinates this step as part of the full transfer process. It is a regulatory protection, not a barrier to transferring.

Important: Transferring a DB pension permanently surrenders any Guaranteed Annuity Rate (GAR) or Guaranteed Minimum Pension (GMP) attached to the scheme. Simon assesses whether the transfer value clearly outweighs the guaranteed income before recommending a transfer. Where it does not, Simon will say so.

Frequently Asked Questions

I'm a former NHS worker in Toronto - can I transfer my pension?

The NHS Pension Scheme is an unfunded public sector scheme and is not transferable via QROPS. However, many NHS workers also hold Additional Voluntary Contributions (AVCs) through Prudential, Standard Life, or legacy Equitable Life arrangements, as well as DC pensions from pre-NHS employment – these are separate pots and may be fully transferable. Simon reviews all pension entitlements during the initial consultation to identify exactly what is and is not transferable. If the NHS Pension is your only UK pension, Simon will tell you clearly on the first call – at no cost and with no obligation.

Private sector DB pensions from UK banks (Barclays, HSBC, Lloyds, NatWest, and others) are transferable via QROPS. If the Cash Equivalent Transfer Value (CETV) exceeds £30,000 – which it almost always will for a City DB pension – UK FCA regulations require independent financial advice from an FCA-regulated UK adviser before the transfer can proceed. Simon coordinates this step. It is a legal protection, not a barrier. Transferring permanently surrenders any guaranteed annuity rates or GMP attached to the scheme, which Simon assesses before recommending a transfer.

No – not for a standard employer-sponsored UK pension transfer to a Canadian QROPS. The OTC applies when the member and the receiving QROPS are in different countries. If you are tax-resident in Canada and the receiving provider (iA Clarington or Industrial Alliance) is a Canadian QROPS, you and the scheme are in the same country. The residency exemption applies and the charge does not arise. A separate threshold – the Overseas Transfer Allowance – applies to the overall transfer value, which Simon assesses as part of the consultation.

From April 2027, UK pension death benefits will be included in your estate for UK Inheritance Tax – potentially taxed at 40% on amounts above the nil-rate band. Once your pension transfers to a Canadian RRSP, it exits the UK IHT regime entirely. Your RRSP passes to your named Canadian beneficiaries under Canadian rules, with no UK tax involvement. The transfer process takes 12–16 weeks for DB pensions and 6–10 weeks for DC pensions. To complete before April 2027, the practical deadline to begin is Q1 2027.

Everything is handled remotely. Simon conducts all consultations by phone or video. The transfer process is entirely document-driven – forms are completed and submitted electronically or by post. No in-person meetings are required at any stage. Toronto clients across the full GTA – from downtown to Oakville, Markham to Mississauga – complete their transfers without leaving home.
